The production of the perfect serum is indeed challenging, but it's not yet impossible to mass-produce.

It's certain that Avengers members like Hawkeye and Black Widow will have their abilities enhanced. As for others, that will have to wait.
Perhaps in a decade or two, when Earth is in regular contact with alien civilizations, he might consider releasing the serum formula to improve the physical capabilities of all humans, but not now.
Moreover, Clark believes that the so-called perfect serum is far from truly perfect. It doesn't work on everyone. For example, Skye can't be simply enhanced with the super-soldier serum due to her Inhuman genes.

Clark himself retired his old gravity room four months ago for a new model, co-created by Hank Pym and S.H.I.E.L.D., which can exert up to 200 times Earth's gravity.
He has a feeling that with such training, he might break through his current limits and make significant progress before the 2012 Chitauri invasion.
After a training session, Clark takes off from his villa's rooftop, flying up into the sky.
As he flies out, a circular anti-gravity metal cushion rises in the air and halts below him. Sitting on the cushion, thirty-six mirrors, each one meter wide and as tall as a person, rise around him, focusing light onto his body.
Closing his eyes, the background music of "Stealing Power" starts playing, enveloping the seaside villa in its rhythm.
Feeling the photonic energy entering his body and experiencing the various changes of light, Clark immerses himself in this sensation. He smiles knowingly as he gains new insights.
Training physically, basking in the sun, and understanding the nuances of light energy has become his new daily routine.
The only downside is that the thirty-six mirrors do not significantly speed up his training or recovery. The mirrors reflect sunlight onto him, turning him almost into a being of light, but they only increase his recovery speed by less than ten percent. They hardly assist in his training.
Direct sunlight seems to be the most effective. Filtered light loses unknown elements, making it less helpful for his cultivation.
Using solar equipment for faster training is just a fantasy. But since the setup is already in place, even a slight improvement is better than nothing, so Clark keeps the mirrors.
As his strength increases, so does the energy required for recovery. Fortunately, his deeper understanding of photonic energy allows him to absorb sunlight much more efficiently than before, speeding up his recovery.
In just about five minutes, his depleted energy is fully restored.
Not stopping there, Clark continues to bask in the light, absorbing the photonic energy.
After a while, he suddenly opens his eyes, a dazzling light shining from them. Even the intense light from the sun and the mirrors seems dim in comparison.
The next moment, the light from his eyes quickly concentrates into two fine beams, without any light spilling out. These highly condensed beams of light possess tremendous impact and destructive power. As his gaze shifts, the mirrors are neatly sliced in half, the upper halves crashing onto the rooftop, shattering into countless glass shards.
The remaining lower halves are intact, their edges melted smoothly.
As the light in his eyes fades, Clark looks at the wreckage he created and chuckles self-deprecatingly, "Is this what they call heat vision?"
Though he calls it so, he knows that it's not heat energy but photonic energy that he's wielding. Heat and light can transform into each other, but they are fundamentally different.
However, it's a significant breakthrough in his understanding of photonic energy. Following his initial "Sun Fist," he has now developed a powerful new move.
While these mirrors don't prove much, Clark feels that his photonic vision is as powerful as Tony Stark's cutting beam. Even if it's not as strong as the twenty-minute cooldown beam of a certain individual, its low energy consumption makes it a viable combat option.
More importantly, this move is still in its early stages. Given time to refine it, he's confident he can amplify its power several times.
Once that happens, it might not be inferior to the cutting beam.
Within a few seconds of analyzing his new move, Clark's energy is fully replenished by the abundant sunlight, restoring him to peak condition.
By his estimates, he could use his photonic vision about thirty times in absolute darkness before depleting his energy. But in sunlight, he can use it freely, as long as he maintains a good rhythm.
Satisfied, Clark flies back into the villa through the skylight, casually asking, "Qingfeng, has anyone tried to contact me during my training?"
He knows that any interruption during his photonic energy contemplation can greatly affect his progress. So, he's been in a semi-secluded state, especially during his light energy sessions, refusing to answer calls unless it's an emergency.
"Mr. Pym called earlier, but when he learned you were training, he sent two messages instead. Would you like to check them now?"
Clark quickly picks up his phone from the coffee table and opens Pym's first message.
"Important components for the quantum tunnel were stolen. I've contacted the Avengers to intercept the thief. Since you're in seclusion, there's no need for you to get involved."
Someone dared to steal from Pym's lab? Clark finds it amusing that the Avengers' first mission is to catch a thief, considering they're an enhanced 16-member team.
He wonders which thief was bold enough to face the newly empowered Avengers.
After a three-second silent tribute, Clark opens the second message, expecting news of the thief's capture and the retrieval of the stolen item. However, the content makes him frown.
"Interception failed! The thief escaped with the quantum tunnel components. Once you finish training, you should visit the lab. The Avengers are waiting for you."
The Avengers' first mission ended in failure? Who could have eluded them?
On Earth, the number of individuals capable of such a feat is limited.
No, it can't be!
Surely the Ancient One wouldn't stoop to such triviality!
