That was the title of the pamphlet and its description was simple. It was a form that a guild would use to register in order to become an auxiliary branch of the NSA. Every guild that registers to become a branch of the NSA would be granted some benefits that other guilds wouldn't have. And at the top of those benefits was the chance for their injured members to be healed by Jeanne.
