"Alright, everyone! Listen up, cause' I'll only explain all of this once! All of you, welcome to the first ever Triannual Tournament of the Grand Arts, hosted by Legacy, and the World Martial Arts Tournament Committee!" Ruby shouted from the center of one of the arenas.
We'd chosen Ruby as the announcer for a simple reason. The announcer guy that the original tournament used simply wasn't strong enough to understand what was happening inside of the ring.
Ruby was a single mother from a small village that had been decimated by bandits. When Legacy had grown to be able to take jobs like that, Raditz had ended up taking the mission to deal with the bandits. Along the way, he'd ended up saving Ruby's son from the bandits and forging a powerful bond with her, even going so far as to recommend her for a spot in Legacy.
With Raditz's backing, I hadn't had any reason to deny her, though I had denied her twelve-year-old son from entry, banning Raditz from teaching him to fight, at least for now. I expected that to change eventually, as Raditz and Ruby had begun dating, but for now, the boy simply wasn't mature enough.
As for Ruby, she wasn't a great fit for front-line fighting, so she'd ended up joining the staff, and I'd assigned her to the Temple as a result.
For the tournament, we'd invited about a thousand executives from across the world, including the king of Earth himself, then another 4,000, a combination of invitees with close connections to people in the tournaments, and winners of a lottery designed to hide the identities of the people we'd invited. The extensive background checks we'd been forced to do had run the Core Girl team absolutely ragged.
Even then, the audience didn't actually see the real Ruby. Ruby's hair and eyes were both red, but the third forcefield had the effect of masking appearances, so the audience saw a... Blue haired girl with green eyes and a face that was slightly more childlike than the actual Ruby's... Why, WAN, why? It was so weird, for those who'd seen her real face. I supposed that was the point, but still...
"Alright, to explain the rules of the tournament. This is the big leagues, not the little leagues downstairs! We have two divisions. In order to enter the junior division, there are two requirements. You need to be associated with Legacy in some way, shape, or form, and your legacy ranking can't be Elite or higher. But that doesn't mean that the people in this tournament are weak! Every single person in this tournament has the ability to destroy the winners of the tournaments below with a single blow!" Basically, anyone strong enough could enter these tournaments, as long as they had Legacy's acknowledgement.
"But in order to enter the main division of this tournament, you need to be acknowledged of having strength equal to a member of the Elite Legacies or higher. Every single person inside this tournament has enough power to destroy an entire planet with a single blow. That's why this arena's sturdiness has been enhanced by the very contestants fighting inside, for your safety, good audience members!" My general thoughts on the matter were that anyone with a power level higher than ten thousand had the energy to destroy an entire planet were they to really try. Since the cutoff for the test to Elite level was either a power level of 10,000 or more, and at least the ability to multiply your power level by 5 via Grey Mode, Ruby wasn't joking.
"As for the tournament's structure, both divisions will be almost exactly the same. Both divisions will have a maximum of 100 participants. If more than 100 people have qualified for the junior division, only the ones with the highest maximum power level will be allowed into the first round, a battle royale designed to pare the number of contestants down to 16.
As for the senior division, if more than 100 people have qualified for it, the contestants will be divided into multiple sections, and each section will fight among themselves until we have 16 contestants left. As that has not happened this time, the first round will be a single battle royale! The final 16 still in the ring will move on to the tournament proper.
As for the rings themselves, they are 100 meters by 100 meters, with a 50-meter buffer zone between it and the forcefield. If a contestant touches the ground inside the buffer zone, or touches the forcefield around it with their bodies, they are out. During the battle royale, that is the only way for a contestant to be eliminated, and touching the top of the forcefield does not count. During the one-on-one matches that follow, though, if a contestant is knocked unconscious, they are eliminated." We'd thought really hard about these rules before implementing them. Thanks to Raika's training, Goku had learned how to grow weak, modified Senzu Beans in normal soil. Over the last few years, he'd taught that to me, as well, so we had a large amount of beans that could heal surface-level wounds, and Cargo to heal anything worse, but if someone fell unconscious in the middle of a battle royale consisted of 100 inhumanly strong people, it was entirely possible that they'd be killed in a stray blast, so we wanted to encourage people to throw them out of the ring as soon as possible. It was still incredibly dangerous, but that was something that everyone who entered the tournament would accept beforehand.
There was no point in joining the junior tournament if you didn't have the strength of mind to accept at least that much, and no human that weak-willed would ever be able to match an Elite or Captain, either, so nobody had even bothered to bring the danger up when we had originally informed them of the rules two weeks ago.
