"This has been bothering me since we stepped our feet into this unconventional gathering of unlicensed bounty hunters. Why isn't the police, special operations, intelligence, CSA or any other department of our empire's military handling this? And who is paying for the targets we capture?" 

It was Ringo he asked this question, and he made sure to address the question directly to Chi Lian.
