Since the death of Indian prime minister Nehru, the whole political circle started scrambling for the direction in which they want the country to move forward.
Although there were prominent leaders in the national party from the independence movement in the leadership position, as they were not able to convince everyone the government decided to start planning for a five Year development plan under the leadership of Prime Minister Shashtri.
The idea was that if you don't give these people some short term goals to busy themselves, they will consume the state resources in fighting each other for political power. Which will hinder the development of the country in the long-term and create political division in the short-term.
So to keep these people busy, until the leadership figures out the in which direction they want the country to move forward.
Since the Sino-Indian war of 1962 it was apparent that only by having goodwill towards each other doesn't stop people for slapping you in the face and showing you the reality of how the world works.
Only when you are strong, people will wear the garb of civilization to sit on the table to negotiate with you.
Otherwise Vietnam, Korea, Iraq, Libya are the living example for you.
This was also the first time when Indrajeet can directly participate in the formulation of the state policy, whereas when his father was in power, he has to use some underhanded means even then it was not guaranteed that he will succeed.

So as the Deputy Chairman of the planning commission has decided to introduce a Radical Five-Year Plan to rapidly transform the mostly agricultural economy into industrial one.
India doesn't have resource crunch either in mineral deposits or the population required to turn into one of the superpowers of the new century.
India has the second largest cultivatable land are after the USA in the world. 52% of the land area can be turned into agricultural fields.
In mineral deposits India has 4th largest reserve of Coal, iron ore, manganese ore 7th largest in the world, 6th largest reserve of lithium, 5th largest reserve of bauxite and many more.
When we have the resources and the population to exploit and develop those resources efficiently then we can became the most powerful country in the world.
In the New Five-Year Plan, The number of IIT's(Indian Institute of Technology) was proposed to be expanded from five to twenty.
Study Abroad Initiative was launched under which the government will provide all the necessary resources for excellent students to complete their studies and return to the country and contribute in the development of motherland.
A new agency was formed to take charge of the national resource management and development called National Natural Resources Management System (NNRMS).
New Iron and Steel Factories will be established in the states of Maharashtra, Jharkhand and Chhattisgarh.
Steel Authority Of India(SAIL) will be established to oversee the operation of these steel plants.
Cancellation of the license raj in the automotive industry.
Establishment of the Central Military Commission, modelled after the Central Military Commission of the People's Republic of China.
Establishment of a separate intelligence agency to provide foreign intelligence as the intelligence gathering failure of Intelligence bureau in the 1962 Indo-China War, requiring a more robust organization specifically responsible for the task.
Upgrading of the railway tracks and new engines, new railway corridor connecting the North-East to the rest of the country.
Establishment of a agency to develop technology and the expertise to launch satellite in the near earth orbit. Which can also help in the development of indigenous long range weapon systems.
Introduction of latest technology for the development of the domestic industry and resources.
Other Industries such as metallurgy, cement, electric power, machinery industry, and coal were to be expanded and upgraded.
After solving the problem of food and clothing, transform the initial agriculture, and develop the military and population.
When Indrajeet was going through the documents for the five year plan, his office door was knocked on and a voice came in asking for permission to enter.
When indrajeet heard the voice, his eyes lit up, a shallow smile was plastered on his face. He cleared his throat and in a composed manner replied,
"Come in, please."
When the door opened a women wearing red saree, long black hair, big black eyes entered the office holding a different files. she closed the door once she was inside, when she turned and saw indrajeet looking at her, she felt as if her face was burning hot.
When she walk towards indrajeet, she was slow and their was an extra sway in her hips.
"Ahem, Mr. Deputy Chairman?", reminded Fatima when she saw that indrajeet was still looking at her hips, although she was happy in her heart, you can't just show it so soon.
When indrejeet heard fatima, he recovered from his reverie and started coughing to hide his embarrassment. After seeing that Fatima was not going to laugh at him, he asked,
"Ms. Fatima, please take a seat. What are the instructions from the prime minister, Ms.Fatima?"
"Well, the prime minister has decided to tour the country after the Diwali festival, So before the start of the tour prime minister wants to see the complete Five Year Plan. After the approval of the Five-Year Plan prime minister will visit the coastal states and then the north-east. If the prime minister follows the time table, then in May 1965 he will return to Delhi." replied Fatima after sitting opposite indrajeet.
"So, do I have to help the prime minister handle the goverment affairs until he returns?" asked indrajeet.
"No, Home Minister Desai will oversee the government operation until the prime minister's return." Said fatima.
"Ok, Ms.Fatima, you can tell the prime minister he will receive the complete five year plan in a week." said indrajeet and looked at fatima.
Both of them were looking at each other without saying a word.
There was only the sound of the old electric fan in the room. Time passed by seconds and minutes.
Knock. Knock
When suddenly the office door was knock both of them recovered from there reverie.
"May I come in Sir?" came the sound of the clerk.
Both of them were embarrassed looking at each other. Fatima hurriedly stood up, gathered her files and said,
"I'll inform the Prime Minister of the same Mr.Deputy Chairman."
"Indrajeet" replied indrajeet.
"uhh, what." asked fatima in confusion.
"You can call me indrajeet, when it's just the two of us." replied indrajeet.
Fatima just looked at indrajeet and without replying walked towards the door.
When indrajeet was thinking she didn't accept it.
Fatima stopped at the door, turned her head, looked in indrajeet's eyes and replied,
"I will."
and in the next second she was gone.
