Even portable surface-to-air missiles were very scarce.

Weapons serve warfare, just as good warships will never drive on land, and tanks, however effective on the ground, won't go to sea. By the same logic, if the enemy wouldn't use planes, then naturally there would be no anti-aircraft weapons.
