First, it was Boromir, son of the King of Gondor, who got up first and said a lot of useless nonsense. Finally, he reached out his hand to the Lord of the Rings. Gandalf kept an eye on his behavior. When his hand was almost to the Lord of the Rings, Gandalf got up and muttered in a language Wesley did not understand. The sun in the sky disappeared, hidden by dark clouds.
King Elrond seemed to have a headache and was a little angry. It was not until Gandalf finished and the dark clouds dispersed that he said, "No one here has ever dared to spit out a word or two in this language."

Middle-earth was ruled by kings, even if Gondor had lost their king and could only rule as regent. There was no intention of inheriting the throne because he was not a descendant of royalty. Wesley found this difficult to understand. He did not understand the thinking here, even if their king was gone, like Gondor. Even if their king had become rotten, like the king of Rohan, the subjects would wait and endure, not re-establish a new king.
