Haku was listening to Sasuke silently. He was not brainwashed by village, he was on the run for his life from very early age. Sasuke speech did made a impact on him but he still was going to follow Zabuza. Zabuza was also silent, he was trying to see Sasuke's perspective. He was thinking about the actions of his own village, there had been so many wars and so much bloodshed, was there really a possibility to avoid them. Most ninja never questions their village but Zabuza was different. Missing-nins are normally the one who betrayed their village but Zabuza was loyal to village, he was against the management. So unlike most ninja who blindly follows their superiors Zabuza has no problem questioning them, this made it easier for him to understand Sasuke's point.
ZABUZA: "Although I have never seen the world from your perspective but it makes sense. I will admit that my actions were wrong, but the fact that people of my village are suffering still remains. There had been so much bloodshed, many clans with kekkei genkai had been wiped out, even children and civilian of those clans were brutally murdered. So I cannot abandon my people and live here with these people. Beside, with Gato's death they will remain safe.
From what you said, shouldn't you help people of my village. You said that you don't see boundary then you should help me in getting rid of fourth mizukage and stop bloodshed in my village."
SASUKE: "I am not strong enough to go against your entire village yet, if I join you then my village will declare me a missing-nin, and I am not planning to leave my village just yet. I will be strong enough to go against whole world in the future, it may seem like a boast but I will become stronger than sage of six paths. I am going to unify the elemental nation and bring true peace. How about joining me Zabuza?"
ZABUZA: "You are delusional, you think I will believe something like that, I thought what you said made sense but it seems like you are crazy. I will never work for crazy person like you."
SASUKE: "That seems fare, even if I am strong only an idiot will believe what I just said. How about I give you a deal, follow me for two years, if fourth mizukage didn't die in two years and situation of hidden mist remains same then I will personally kill him and make you the fifth Mizukage. I am just 12 years old now so you know that I'll become much stronger in two years.
ZABUZA: "So you want me to work for you for two years with a promise that you will help me later. What if you refuse to help me after two years saying that you are still not strong enough?"
Sasuke thought about that for a moment, then he took out two scrolls and threw them at Zabuza.
SASUKE: "In one of the scrolls there is information about all the assets of Gato that I got from him before killing him and in the second scroll there is 120 million ryo, the 100 million ryo are for development of this village. And the 20 million is for you. Take is as your fees for hiring you, as for Gato's assets if I don't help you two years later then you can take them as collateral for breaking the deal."
ZABUZA: "You are going to trust me with all this money?"
SASUKE: "You have a good reputation when it comes to your work as mercenary, besides if you really steal from me then you will be looking over your shoulder for rest of your short life."
ZABUZA: "Fine, I agree to your deal. So what do you want me to do? Babysit this village for two years?
SASUKE: "You will wait till my team leave after completion of bridge, then you will meet Tazuna and apologize for your assassination attempt. You will give him the 100 million and tell him to gather most honest and trustworthy people of village. Tell him to be careful of whom he choose, also threaten them enough that they don't have any idea of betraying the village. Let them manage the village while you oversee that no corruption is happening. Main job you two will be doing is dealing with any threat, and also teaching all the kids of village about chakra. There will be a new academy in the village under your supervision. I'll give instruction to you about how to run the academy later."
ZABUZA: "So you want your own personal army, you sound so righteous but in the end you are no different, you want to use the kids of this village."
SASUKE: "I said, I want you to teach them about chakra, I never said anything about them becoming ninja."
ZABUZA: "What do you mean?"
SASUKE: "Your thoughts are still limited by the teachings of the village. Everyone in this world have chakra, whether they are civilian or ninja it doesn't matter, some of them has in large amount and some has less but they all have it. You have been taught in such a way that chakra uses are limited to fighting only. Tell me, who will be more effective in constructing roads, 10 civilians who does not know how to use chakra or one ninja with earth affinity? Civilians depend on rain for cultivating crops but with water affinity chakra user, even a land suffering from drought can have fertile lands. Chakra can be very useful for our daily life, and the main reason that sage of six path taught people ninshu is to make life better."
