Gideon had not expected that Jack was actually capable of reacting in a situation like that. According to the information that he possessed, Jack was actually capable of dealing with a superhuman, implying that he was also a superhuman.

Due to the fact that he had actually managed to kill a stage 3 superhuman, that implied that he had to be at least at the fourth stage of the superhuman level.

That in itself, looking at Jack's age, it looked like an overestimation. But nevertheless, Gideon thought that at most, Jack would be at the 5th stage of the superhuman level.
