Otsutsuki: The Path to Supremacy

Power levels of the Naruto world

I'll be using this as a measure of levels so we can get a better sense of how much the character still has that he wants to establish, and also, how he's growing in power expectation.

Juubi or Six Path Sage: it is a power level that has many variables, so I will divide it into four categories.

Peak: Level where it's almost bordering on divinity, this level of power has only Kaguya, despite being defeated, and a person who despite her great power didn't use it in the right way, and despite having practically become a divine being, due to her inexperience, lacks a lot.

High: That level of power, and when Hagoromo became the Jinchuuriki of 10 tails, so to have that power, external means were used for now.

Middle: A level where Kaguya before the Chakra fruit, and also and Isshiki's power level. This is also the power level where Hamura and Hagoromo fought her because even though both of them were strong Kaguya was holding back because they were her two sons.

Low: This is a level where the person has to have total mastery of the elements, thus reaching Kekkei Mora, where one has a very great mastery of the elements.

Super Kage: At this level of power there is a lot of divergences too, so I will separate to be able to have a better idea.

Peak: Naruto and Sasuke's power level, because although they were very strong, they didn't continue with the same form, so they were defeated by Isshiki, in a defective body, which in this case was Jigen, who couldn't use much of his power, and although they sealed Kaguya, she as she saw her children in them, didn't fully use her power.

High: this power level can be put Toneri Otsutsuki as a reference, because despite so much power shown he depended a lot on the giant Tenseigan for many things, but still he has a lot of power.

Medium: Here are characters like Madara and Hashirama as references because despite being strong and monstrous for their time, they are still behind all these in terms of power. That and Madara without Rinnegan, in his prime, in his fight with Hashirama.

Low: This is the one who has just reached this level of power, and who fits perfectly in this level and Nagato Uzumaki, because despite his great power, besides having eyes that were not his, and somehow being a borrowed force, and also has a very weak body, which in this case was only his ways of pain that made the battle part.

Kages: This is where there are village leaders, people who have a lot of experience, so many are at this level, but not all have the same power.

Peak: That level of power, and that as a reference is the Third Raikage. A person who was considered the strongest among the Kages of his village, and also even his son was able to cut a horn of the 8 tails.

High: For reference of power there is Muu Tsuchikage, and also Hiruzen. For one has the Kekkei Tota, and the other was acclaimed as God of Shinobi, and as the title of Professor.

Medium: This is the level that the Sannins can have as a reference because even if Orochimaru had the help of two resurrected Hokages, he still ended up losing his arms to Hiruzen, who was already in his old age.

Low: We can use that power level for people like Danzo, Deidara, and Itachi as an example.

Elite Jounin: They are ninja who has a lot of experience, and although they are strong, they lack in the power category.

Jounin: This time can be people who have just entered the category, and or do not have as much experience and power as the above.

Special Jounin: This and a somewhat controversial category because it may even have a higher power but by certain circumstances is still in this category.

Chunnin: Where you take your experience and power as a reference.

Gennin: Where you have just left the academy: so you don't have much experience yet, or you don't have enough Chakra to move up in rank.

Remembering, that characters in question, were counted according to their apex, and even if it doesn't have Madara Juubi's name or like Naruto with Ball of Truth quest, that wasn't his original power, so it was a borrowed power, and not the person's own.

In Kaguya's case, the Juubi is a representation of her power, so it counts. And also this is a general demonstration, not the characters themselves, outside of those used as examples because they were at their peak.
