She was doing this action while responding to Freya's provocation, which resulted in an unexpected laugh from her.

Never before had the Empress found herself in front of someone who could stand up to her and retort without insult or hate speech. For the first time, despite the circumstances, she felt sympathy for her opponent without thinking of killing her.
