Pangu was the world's number one Arcana organization. Despite that, its HQ was not located in any country but in the chaotic African continent. 

Before the advent of the Direbeasts, the African continent had always been sparsely populated, with many animals in it. 

Coupled with the generally weak military strength of the African countries, when the Direbeasts struck, the African continent was almost wiped out. 

With the exception of a few rich people who had fled, the vast majority of Africans had been killed by the Direbeasts. So, the African continent had turned into a paradise for Direbeasts, much like the Australian continent. 

It was not until the rise of Emperor Might, who brought with him a group of followers to Africa and established a human base there, did traces of humanity return to the place. 

Therefore, the headquarters of Pangu Arcana Combine was located on the African continent.
