This was a direct order from the organization called 'The Blue Moon'. They have originated from Japan and were composed of high ranking foreign individuals that hold power in various aspects. Despite the place where it was first formed, it was comprised of five individuals representing various countries like Russia, Germany, China, Dubai and lastly Japan. They have full control of all the medicines that go in and out of Japan, may it be good or bad; they have complete power of the entire country's economy.
