"But as of now, the ban hasn't been lifted, so I hope you follow the rules.", he said.

It was not something Dan was forcing them to do, in fact, everyone born in the kingdom would end up growing with such values. They would do nothing that would go against the rules and if done, instead of publicizing it, they would end up killing themselves.
