Vampires could transform, and only in their true form would they reveal their true strength, but not all of them could do so.

In order for a Vampire to transform into a Blood Bat they needed to have a bloodline concentration of at least 20%, but once they did so then their strength and all other features would multiply by at least 2 times.

Master Drago was the Overlord of a country, it was impossible for him to be just one of the many. Not only that but he was also pretty high on the ranking ladder.

Normally there weren't many people who could actually take on one of his attacks, and even less when he had just transformed, as he was actually a Marquees Vampire.
