There was a specialized training center down on the subterranean seventh floor of the Special Bureau. With Xia Fan included, the bureau had a total of six special ability users, but there were only five people using the training center.

After completing his training regimen in the center, the curious Xia Fan posed a question to Cheyenne. After hearing his question, the woman could not help but laugh, "Aren't you pretty smart? To think you'd be stumped over such an issue. If Dad wasn't capable, how could he become the chief? The Special Bureau isn't a place that would keep anyone who contributes nothing."
