Xin nod "That's right, for example the marine dont have any marine to finish a certain quest you can post it on bulletin board as a mission just like bounty hunting you have a bounty poster but you can't catch all of them so bounty hunter do the job for the marine"
Garp "Oh now i know if some day marine lack in personnel we can just give to adventure department to post it as a mission,then the higher rank adventurer will going to take and finish it for us"
Sengoku "I will study it first and revise some of it then I will try to pass it in world government"
