When Yan Zhao heard Su Wan's words, he had to admit that she was right. The butchers were not under any institution at the moment which meant that if they wanted to leave the city they could do so at any moment and neither he nor Su Wan would be able to stop them as they were not under their control but it would be different if they were working under a shop because then they would be the employee of that shop and could not leave by violating the contract. 

" Will this work? I don't think that people will buy food. After all, they don't have enough to eat at home, how can they take out money to buy snacks?" Yan Zhao asked after some hesitation, though he believed Su Wan, he still wanted to clear up his doubts such that nothing would worry him later on.
