Ignoring the disappointment from Captain's side, Mark continued his statement. "All along, the Avengers' operations have been about reacting to danger, devising ad-hoc plans, and then deploying to resolve troubles.
But by operating this way, we'll forever remain Avengers, unable to evolve into Preventers. We'll always be waiting for crises to emerge, instead of preemptively averting danger.
My point isn't to recreate Hydra's insight plan, but to convey that our overall operational model lacks a fundamental set of rules and regulations. This makes us prone to division once disagreements arise among us.
Simultaneously, an adaptable combat style is good for dealing with rapidly changing battlefields, but it's not suitable for solving all the issues we face.
