I'm sick of people crying 'filler' in the comments when they obviously don't know what filler even means. =.= Just because there is no action doesn't mean a chapter is 'filler'. Character development and context building is important too, so if a large portion of the information in the chapter is new to you or adds depth to what you already know, then it is NOT filler, even if it's not showing you what you want to see right at this moment.
