Fukase and Mafumafu-sama is talking about the plan that Mafumafu-sama told us and was supposed to be kept only between the three of us, but was somehow figured out by Fukase.

"If the people slowly create power, They would soon try to make a revolution and over throw Len for they fear him. is the other reason." Soraru-Sama explained too.
Fukase...now, changed his mind and thinks that this is way more of good move for now. Fukase is now in a deep thinking for he thinks that there is something wrong with him.
He could just look for the right prophecy and no more need for us to undergo struggles...
