The Ebonheart Pact is another good option. With Nords, Dunmer, and Argonians, it offers a diverse range of story elements. The Nords' warrior culture, the Dunmer's complex society and the Argonians' unique connection to nature all contribute to a deep and engaging story experience in ESO.
The Daggerfall Covenant's faction story is quite appealing too. It combines the cultures of Bretons, Redguards, and Orcs. There are stories of honor, trade, and power struggles. The quests often take you through different regions, showing off the unique landscapes and cultures within the covenant.
The best order for an ESO story can vary depending on personal preference. However, a common approach is to follow the main questline first as it sets the foundation for the game's overarching story. This gives you a clear understanding of the world, its factions, and the major threats. Then, you can start exploring the faction quests in the order that interests you most, whether it's the Aldmeri Dominion, Daggerfall Covenant, or Ebonheart Pact. After that, delving into the zone - specific story quests can enhance your immersion in different regions of the game world.
The Elsweyr DLC has a great story too. It focuses on the Khajiit homeland. You're immersed in a story that involves a dragon crisis in Elsweyr. The story weaves in the unique culture of the Khajiit, their clans, and their relationship with the dragons. There are quests that make you feel like you're a part of the solution to save Elsweyr from destruction, and you get to interact with some really interesting Khajiit characters along the way.

In my opinion, the Dark Brotherhood faction has a great story. It's all about the shadowy world of assassins. You get to be part of a secretive and feared organization, with a lot of intrigue and moral ambiguity. Their quests often involve difficult choices between loyalty, money, and your own sense of right and wrong.
