Karena hal tersebut, kekacauan pun berlangsung selama puluhan tahun, dan mengakibatkan hampir setengah populasi manusia di seluruh dunia didominasi oleh mereka. Sampai akhirnya para petinggi negara di dunia menerbitkan sebuah kebijakan.
