In general, kids stories aim to educate and entertain in a proper way. But if we stretch the definition, the Queen in 'Snow White' who is jealous of Snow White's beauty and tries to harm her could be considered in a negative light that might be wrongly associated with 'pervy' in a very loose sense. But really, this is more about envy and power - seeking than anything improper.
There aren't many characters in kids stories that are pervy. Kids literature is carefully crafted to be age - appropriate. One might argue that some of the villains who try to capture or harm the protagonists could be misconstrued in an inappropriate way, like Captain Hook in 'Peter Pan'. But these are more about the classic good - vs - evil themes and not truly 'pervy'.
