Why did the dragons say that they didn't need to use one-fourth of their power to resurrect Risi Uesugi?

In the process of resurrection, Eri's soul was injected into a container called the Dragon Soul. Then, through the power of the Dragon's Eye, she resonated with the dragon race again, thus realizing her resurrection. Therefore, although the concept of "1/4" resurrection existed in the novel, it was not actually used to resurrect Uesugi Erii.
