How tf would you lock yourself out of your own mind? Also, why are you complaining now, and not during the whole Icy Vault thing, where he was literally using magic to heat up the blood in his body. The whole process of building Occlumensy defenses is "experimenting on yourself with magic" if you think about it, unless every single person decides to use the exact same defense that had been done before, which would make it extremely easy to find weaknesses. Any healing spell is experimenting on yourself, any self-transfiguration, any invisibility or appearance modifying spell, and probably a dozen others can all be considered "experimenting on yourself with magic".
To detect any foreign mental attack that got past Quinn's shields, Quinn came up with an idea and decided to fill his entire mindscape with an omnipresent substance. Something like the fifth element from the classical elemental theory, but its base properties were to combat foreign mental magic.
