the mental age thing is flimsy. the mind and body are child age not ancient mage age. there's no reason why the teenage vessel shouldn't keep the old soul just as young as the boy's current life body and brain... I'm in my early fifties by date of birth; after the truck wrecked me off the highway in my mid forties my brain injuries put my personality around 13 - 15 years of age. I'm apparently not ever getting older or improving till I'm old and dead.

Akeno never had control on her attacks amperage. her blasts were always cellular immolation lightning strikes. early on she and Rias had deeper tanks of mana with not much tuned control on the destructive power. they just blasted things like comic books villains and heroes fighting. then after making messes with the property damages; they'd have enough in the magic tanks to repair stuff while mass people mind altering. big leap into the AU on this one.
Does Akeno seem weak? Yes. That's because she is. In early canon, she takes at least a few seconds to charge up her attacks. Precious few seconds that she doesn't have when fighting against multiple opponents all alone. She's never fought without someone else buying her the time to attack someone. That's why she was only able to charge up basic stunners, she didn't have time to do anything more.

I don't recall Akeno allowing murderers to live; not even at the beginning of the manga. really getting out there with the whole alternative universe.
So, even if Akeno failed right now, he was there to take care of her. But what if she failed at a time when he wasn't there for her? This was the reason that he wasn't making a move even though he wanted to sweep Akeno off of her wings and fix everything for her like a knight in shining armor.

I don't recall any priests from DXD having holy spears magic. they had holy energies that would power their swords and guns. The holy spears were flung about by the fallen angels. this might be a part of the whole alternate universe thing.
